Material Certification Certificate
All Fire Safety Installations installed or constructed in any premises must have a Material Certification Certificate issued by the Malaysian Fire and Rescue Department. A total of 28 items are involved, namely:-

Applicants who wish to obtain a (New) Material Certification Certificate must submit the following basic items;
i.Official application letter from the company.
ii. Application form (BKK-PKK Form 1)
iii. Copy of distributor's appointment letter (if not manufacturer) – A copy of the appointment letter, whether domestic or foreign, must be certified through the Statutory Declaration Form (Am 80) before the local Commissioner for Oath.
iv. Copy of latest test report – Any copy of a test report, whether domestic or foreign, must be certified via Statutory Declaration Form (Am 80) before the local Commissioner for Oath.
v. Copy of SIRIM/Foreign Certification Body product certificate (check the validity of the certificate) for controlled products. Copy of foreign certificate must be certified through Statutory Declaration Form (Am 80) before the local Commissioner for Oath.
vi. Company profile (organizational chart, work flow, SSM and Company Information).
vii.Brochure and supporting documents.
viii. Mini sample of material / system (with company label, material name)
For suppression system (halon alternative) applications, applicants must complete the following additional documents:

ix. Toxicity Test Report – A copy of the report must be certified via Statutory Declaration Form (Am 80) before the local Commissioner for Oath.
**When the applicant submits an application for a new or first time Material Certification Certificate, the applicant must initiate efforts to obtain a SIRIM Goods Control Certificate for the purpose of issuing a Material Certification Certificate (renewal). This is because the issuance of a SIRIM Goods Control Certificate is counted during the first application process. The list of fire safety installations that require a SIRIM Goods Control Certificate is as follows:-
i. EXIT Sign Light (EXIT Sign)
ii. Emergency Light
iii. Fire Door (Fire Door)
iv. Fire Roller Shutter
v. Bricks – Clay, Cement Brick/Block
vi. Class 'O' materials (Class 'O') – Ceiling, Insulation Material
vii. Hollow Concrete Block (Hollow Concrete Block)
viii. Fire Alarm Panel (Fire Alarm Panel)
ix.Fire Extinguisher
x. Cable (Fire Resistance cable)
xi.Fire Rated Lift Landing Door
Applicants who wish to obtain a Material Certification Certificate (Renewal) must submit the following basic items;
i.Official application letter (renewal)
ii. Copy of the previous Material Certification Certificate (expired).
iii. Copy of the latest Test Report from SIRIM or any recognized laboratory if relevant. Validity period of the test report on the material certification certificate (not exceeding 5 years).
iv. Goods Control Certificate from SIRIM or any accredited laboratory (if relevant).
v. Complete list of projects throughout the validity period of the approval.
vi. Provide inspection facilities for re-evaluation of Fire Safety Installations if required.
vii. If all of the above are not complied with, the Malaysian Fire and Rescue Department reserves the right to withdraw this certificate before its expiration.
This certificate is subject to the following conditions:-
1. Material Certification Certificates cannot be transferred without the permission of this Department.
2. The Fire Safety Installations produced must meet the sample specifications and as stated in the test report.
3. Any changes/additions to the original component specifications may only be made with prior written permission from the Malaysian Fire and Rescue Department.
4. In certain cases, the production and quality of Fire Safety Installations must meet the requirements set by SIRIM or the Quality Control Scheme recognized by the Fire and Rescue Department, Malaysia.
5. When there are amendments or updates to the requirements/standards, the manufacturer/distributor will be given a period of time set by the Fire and Rescue Department, Malaysia to amend or change the original specifications of the Fire Safety Installation in accordance with the requirements of the new standard.
6. All Fire Safety Installations must have the manufacturer's name, serial number, date of manufacture and the 'SIRIM' mark or other scheme marks recognized by the Fire and Rescue Department, Malaysia (if applicable).
7. The Fire and Rescue Department, Malaysia reserves the right to select any sample of Fire Safety Installations that have been manufactured OR installed for review and if necessary re-testing. Any costs incurred shall be borne by the manufacturer.
8. The Manufacturer/Distributor must submit a valid copy of this certificate for the use of the relevant Fire Safety Installations to this Department.
9. Manufacturers/distributors of Fire Safety Installations must submit a confirmation letter in Attachment C1/C2* to this Department (to the State Director and a copy to the JBPM Headquarters) that they have carried out supervision/installation/supply* as per the standards confirmed by SIRIM and the Fire and Rescue Department, Malaysia.
10. The Architect or Certified Consulting Engineer must ensure and supervise all installation work carried out by the contractor/installer and confirm it by sending a confirmation letter in Appendix C3 to this Department (Fire Safety Division) before or during the building inspection.
11. Installation of Fire Safety Installations must be certified by the manufacturer or a Certified Engineer/Architect that it has complied with the manufacturer's specifications or recognized codes.
12. If there is any incident or reasonable report indicating a failure of performance of the Fire Safety Installation or non-compliance with the requirements contained in the Uniform Building By-Law (UBBL 1984) and Departmental Instructions, it must be immediately reported to the Fire and Rescue Department, Malaysia. The Department reserves the right to withdraw the Material Certification Certificate with or without notice.
13. Fire officers may also conduct random inspections/checks on manufacturing plants or installations to determine that there are no irregularities in terms of quality and specifications of Fire Safety Installations.
14. The Material Certification Certificate, in whole OR in part, may not be published OR used for any promotional OR advertising purposes either in the print media OR in any place by any means whatsoever without obtaining written permission from the Fire and Rescue Department, Malaysia.
1. Products supplied and installed must be from the original manufacturer as per Material Certification Certificate.
2. The distributor is fully responsible for ensuring that the safety of the occupants is not affected if the installed system experiences an 'accidental discharge'. Among the things that need to be done are:
2.1. The installed system must have a detection and early warning mechanism that is directly connected to the main control panel (Main Control Panel).
2.2. Additional systems need to be provided including 'pre-discharge alarm' and 'time delay', 'double-knock mechanism' and 'manual abort system'.
2.3. Warning signs for occupant safety purposes must be provided and placed in areas that are easily visible.
2.4. System installation consisting of cylinder, valve, nozzle, and fittings must be from the original system manufacturer as stated in the test report and UL Listing.
3. All designs, calculations and engineering/schematic drawings must be signed by a Certified Engineer (Professional Engineer) appointed by the Distributor/Manufacturer and then sent to the Fire Prevention & Safety Division, JBPM for verification purposes.
4. Certified contractors must be appointed by the manufacturer after undergoing skills training related to the system involved.
5. Every installation and maintenance must be supervised by the Distributor/Supplier on an ongoing basis.
6. Installation verification must be done by a Certified Engineer appointed by the Manufacturer/Distributor.
Note: Failure to comply with the above requirements will result in your Certification Certificate being suspended or revoked.

JBPM has updated the above standards by classifying them into two categories of standards according to the current edition, namely:
I. Standards referred to for the issuance of Material Certification Certificates
ii. The referenced standards are not for the issuance of Material Certification Certificates.
