FAQ FOR TIME BASED EXCELLENCE SECOND TIME (TBK 2)
Time-Based Promotion Based on Excellence for the Second Time (TBK 2) means promotion for promotion grades starting from Grade KB22.
The JBPM Human Resources Management Branch has given an implementation briefing to all states and academies to identify candidates who are eligible for the TBK2 promotion process. Advertisements for TBK2 categories 1 and 2 will then be issued while those for Category 3 will be implemented after the candidates for Categories 1 and 2 are complete.
FOR PROMOTION MATTERS
TBBK can be defined as Time-Based Excellence. TBBK is given to provide promotion opportunities to officers who achieve a level of performance excellence without being tied to actual job vacancies.
The source of authority for the implementation of this TBBK is by referring to Service Circular No. 10 of 2017 – Time-Based Promotion Based on Excellence for Implementing Group Officers.
The period of service required to qualify for TBBK is 13 years of service.
The period of service that can be taken into account for calculating the 13-year period of service is from the date of promotion to the first layer of the promotion grade or the date of appointment to the appointment grade equivalent to the first layer of the promotion grade in the current service scheme.
The service period that is taken into account SPECIFICALLY is:
i. The officer's period of service in the grade of the position before the option of changing appointments upon Government decision to the same service scheme or another service scheme at the same/equivalent grade (in the same entry qualification group);
ii. The officer's period of service in the grade of the position before being transferred upon application by the officer to the same service scheme and grade under a different Appointing Authority (PA);
iii. The period of service of officers in temporary exchange/secondment positions before being permanently transferred to the borrowing agency at the same/equivalent grade; and iv. The period of service of officers who leave or resign and are reappointed to the same service scheme and grade equivalent to the first layer of the promotion grade.
i. Probationary period with fine (for officers appointed directly to the appointment grade equivalent to the promotion grade;
ii. The number of days officers are absent from duty (THB) without leave, without permission or without reasonable cause;
iii. Period of loss of seniority in the current grade as a result of being subject to disciplinary punishment in that grade; and
iv. All types of unpaid leave and all types of half-paid leave except for Unpaid Study Leave (CBTG) and Half-Salary Study Leave (CBSP).
Seniority can be defined as the ranking of officers based on the date of appointment for officers in the appointment grade or the date of last promotion for officers in the promotion grade in the same service scheme.
An officer may be considered to have lost seniority based on the following factors:
i. Extension of probation period with fine;
ii. Half-Pay Leave and Unpaid Leave except study leave approved by the relevant authorities; and/or
iii. Officers who have been appointed to positions in previous service schemes.
Promotion can be defined as a substantive increase from one grade to a higher grade in the same service and service scheme with the approval of the Promotion Board.
A factual error in service information means an error in information regarding the service of an officer where in reality the officer does not or has not yet fulfilled the conditions currently in force for him to be eligible for consideration for promotion when the Promotion Board considers the officer's promotion.
Acting can be defined as the performance of duties by an officer on a full-time basis, in another position that is higher in grade than the officer's actual grade in the same service scheme and service with the approval of the Promotion Board.
Officers who have been subject to disciplinary punishment are not eligible to be considered for acting promotion to a higher grade and the period of ineligibility for consideration for acting is based on Service Circular Number 3 of 2009, Promotion Policy for Officers Who Are Under Investigation and Have Been Subjected to Disciplinary Punishment as follows:

The fire extinguisher receipt (H13) was converted to a Barcode Sticker after the eFEIS system came into effect on 1 June 2013. The process for renewing the Fire Extinguisher Receipt is as follows:
- Fire Extinguishers (APA) owners must bring the APA they want to renew or a new fire extinguisher to a fire extinguisher maintenance company that has registered with the eFEIS system. The list of companies that have registered with the eFEIS system can be consulted on the eFEIS Portal, which is http://efeis.bomba.gov.my.
- The fire extinguisher maintenance company (contractor) must bring the fire extinguisher and the letter filled out by the fire extinguisher owner to the nearest eFEIS center. There are 108 eFEIS centers throughout Malaysia.
- Officers at the eFEIS Center will review the application and ensure that the fire extinguisher is in good condition to obtain a barcode sticker. All data will be stored in the eFEIS system computerized and cannot be changed.
Yes, there is. The Malaysian Fire and Rescue Department provides PUBLIC EDUCATION services through exhibitions, talks and demonstrations of firefighting equipment.
Fire Certificate Forms can be obtained by going in person to the location below:-
- Fire Safety Division Headquarters located at the Cyberjaya Fire and Rescue Station.
- State Fire Safety Division, which is the State Headquarters throughout Malaysia.
- District Fire Safety Division, which is the District Fire and Rescue Stations throughout Malaysia.
- Zonal Fire Safety Division, which is the Zonal Fire and Rescue Station (currently only in the States of Sabah and Sarawak).
OR for those who are far away, you can write a letter of application to the place stated above.
Licensing Support Letters can be obtained from Fire and Rescue Stations throughout Malaysia.
- Membership of this program is open to all levels of society aged 18 and above.
- Participation must be done using Form PB2001 which is available at all nearby Fire and Rescue Stations.
- The form must be made in 3 copies and forwarded to the Station Head for consideration.
- The Head of Station will review the application and then make a decision and support it.
- The Station Chief will submit an application to the State Fire and Rescue Director and obtain/issue a letter of appointment.
- Appointment letter from the State Director to the Station Chief.
- A FIRE HYDRAULIC FRIEND CERTIFICATE will be issued by the State Fire and Rescue Department to the Father or Mother of a Fire Hydrant Adopter.

The Malaysian Fire and Rescue Department (JBPM) through 5 Malaysian Fire and Rescue Academies (ABPM) throughout Malaysia organizes courses for public and private agencies where Fire and Rescue Training is an ongoing and comprehensive program for fire officers, the community and industry based on regulations and laws in an effort to achieve a comprehensive Fire Safety concept.
2. For course applications, the agency involved must submit a letter of application to attend the relevant course to the relevant Commandant of the Fire and Rescue Academy (ABPM). Subsequently, a letter of response to attend the course from the Commandant of the Fire and Rescue Academy (ABPM) will be submitted to the applying agency. Any information related to the course can be found on the Malaysian Fire and Rescue Academy website www.fram.bomba.gov.my.

The Malaysian Fire and Rescue Department (JBPM) through 5 Malaysian Fire and Rescue Academies (ABPM) throughout Malaysia organizes courses for employees working in the manufacturing and industrial sectors. The courses offered are such as Fire Safety Courses, Fire Certification, Fire Safety Installation in Buildings (Active Systems & Passive Systems), Fire Hazard Elimination, Fire Services Act 1988-ACT 341 and Emergency Response Team (ERT).
2. For course applications, the agency involved must submit a letter of application to attend the relevant course to the relevant Commandant of the Fire and Rescue Academy (ABPM). Subsequently, a letter of response to attend the course from the Commandant of the Fire and Rescue Academy (ABPM) will be submitted to the applying agency.
