FIRE AND RESCUE OPERATIONS DIVISION
Vision

To ensure efficient, effective and systematic operational services to protect lives and property in accordance with legal provisions.

Mission

We are committed to formulating, organizing and implementing strategies to provide quality firefighting operations to protect lives, property and the environment.

Objective

To ensure professional and quality fire and rescue operations to prevent threats to life and prevent the destruction of property in accordance with legal provisions.

Customer Charter

Our commitment is to provide fire and rescue services to all levels of society efficiently and effectively.
With that we promise to:

  • Dispatch the first fire engine to the emergency scene within 60 seconds of the bell being rung.
  • Complete the fire report within fourteen (14) days after receiving all required information and documents from the applicant.
  • We also promise to always strive to improve our capabilities so that we can provide excellent service at all times.
Function

Operations Management Section

  • Manage the implementation of major operations and disaster management.
  • Monitor the implementation of small operations management.
  • Make policies and SOPs / ATJ for firefighting operations and monitor the effectiveness of their implementation.
  • Analyze and review the effectiveness of operations management, operational logistics management and preparation.
  • Supervise the management of the Department's Operations Management Center (PPO)/Operations Operations Center (PGO).
  • Supervise the management of the Rescue Team

The Operations Management Section includes 3 main branches:

  • Fire Operations Management Branch
  • Operations Management Center Branch
  • Rescue Team Management Branch

           Fire Operations Management Branch

  • Provide policies and Standard Operating Procedures (SOP) related to:
    • Area Study and Strategy Analysis
    • Pre-Fire and Pre-Disaster Plans
    • Operational Effectiveness Standards and Controls
    • Fire Drill
  • Prepare the policy and (SOP) of a fire extinguishing and rescue operation
  • Monitor the implementation of the policy and SOP
  • Study the legislation related to firefighting and rescue operations
  • Analyze the effectiveness of fire preparedness tactics and operational efficiency.

        Operations Management Center Branch

  • Provide policies for the implementation of the JBPM operations center.
  • Receive fire and rescue incidents from the PPO/PGO room.
  • Make operational regulations.
  • Provide information and expert services to the Operations Commander.
  • Provide records and information about incidents.
  • Operational monitoring.
  • Establishing Command and Control related to the operation of an incident.
  • Determine and notify red flags in all incidents.
  • Inform the senior officer/Director General about the red flag.

        Rescue Team Management Branch

  • Managing special forces:
    • HAZMAT,
    • Rescue in the water,
    • RTA – Road Traffic Accident,
    • Tall building rescue,
    • Slope rescue,
    • RIM – Rapid Intervention Motorcycle
    • Forest Fire
    • EMRS – Emergency Medical Rescue Services
  • Prepare policies and Standard Operating Procedures (SOPs) for special forces.
  • Review the effectiveness and expertise of officers and special teams.
  • Study the latest and most effective special forces operations tactics.
  • Reviewing the needs of high-tech equipment to ensure operational efficiency and expertise.
  • Personnel management at the station
  • Review and monitor the effectiveness of fire stations in providing fire services.
  • Daily work management.
  • Operational efficiency training program at the station.
  • Skill parade.
  • Inspection and maintenance of vehicles and equipment as well as officers' personal gear.
  • Cleanliness and comfort of the hall.
  • Preparation of Safety and Health Policy for employees at the workplace.
  • Provide policies for the implementation of special tasks.
  • Manage task execution.
  • Provide implementation guidance.
  • Monitor the implementation of special tasks.
  • Plan new installations according to needs.
  • Investigate suitable water sources for extinguishing.
  • Provide policies and legislation related to water resources.
  • Provide fire hydrant inspection and testing procedures / standards.
  • Provide fire hydrant maintenance procedures / standards.
  • Checking fire hydrant records.
  • Monitoring water resource management
  • Provide a policy for implementing voluntary/aid firefighting.
  • Application for volunteer fire officers and auxiliary fire fighters.
  • Application for the establishment of Volunteer Fire Departments, Auxiliary Fire Departments and Private Fire Departments.
  • Manage team equipment needs.
  • Monitor and visit the team.
  • Planning programs to encourage public participation.
  • Conduct competency assessments of officers and team members.
  • Provide policies and guidelines for implementing detection operations.
  • Conducting investigations into the cause of the petroleum materials and collecting evidence samples for the fire.
  • Search and rescue victims trapped in collapsed buildings, structural collapses in the ground and landslides, who have died in the water or on land, who are lost in the forest, in highland areas and others.
  • Train dogs and officers according to discipline and expertise.
  • Assess, study and analyze the effectiveness of the performance capabilities of dogs and their handlers
